The Department of Veterans Affairs, Network Contracting Office (NCO 01) located in Brockton, MA intends to issue a Task Order, pursuant to the authority of FAR 8.405-6(a)(1)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the services are unique or highly specialized with Utility Systems Solutions, Inc. Utility Systems Solutions, Inc. is the only vendor capable of providing the required services due to the proprietary features and rights of the SteamEye Data Interface (SDI) device currently used at the Brockton, West Roxbury and Jamaica Plain Medical Center for operation of the steam trap monitoring system.

The SDI is solely manufactured and licensed by Utility Systems Solutions, Inc. (US2). The Contractor shall monitor steam traps across the three VA Boston Healthcare System Medical Centers. All work shall be done at the Brockton, Jamaica Plain, and West Roxbury VA Medical Centers. In general, work shall include all labor, material, equipment, and supervision to perform the required mechanical work described below. The monitoring system is utilized to promptly repair or replace steam traps after future failures. Steam trap monitoring will quickly identify future failures, creating an opportunity to save additional energy throughout the performance periods.
