Notice of Intent to Sole Source Business Advisory Support Services

The Department of Veterans Affairs (VA), Strategic Acquisition Center-Frederic (SAC-F) intends to issue a commercial service contract to the statutory authority permitting other than full and open competition 41 U.S.C.§ 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 titled, “Authorized or required by statute”.

The applicable statute is Public Law 109- 461: “Veterans Benefits, Health Care, and Information Technology Act of 2006” specifically, the “Veterans First Contracting Program” outlined in 38 U.S.C.§ 8127(c) and VAAR 806.302-570(c) on a sole source basis to Blue Phoenix Solutions LLC; a Service Disabled Veteran Owned Small Business (SDVOSB). This procurement is to be performed for the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Medical Disability Examination Office (MDEO).

The Contractor shall provide Business Advisory Support Services (BAS): Program and Project Management Support; Program Goals, Objectives, and Key Results; Business Analysis and Product Management; Stakeholder and Organizational Change Management; Strategic Program Communications; Policy and Procedural Development Support; Governance Structure Development Support. The proposed action will be a commercial service Firm Fixed-Price contract.

This notice is posted for information purposes only and is not a request for competitive quotes.

Interested firms must identify their interest and provide documentation demonstrating their capability (include detailed technical information and other technical literature) demonstrating the ability to meet the above requirements by emailing the Contract Specialist Maribel Fratina at maribel.fratina@va.gov no later than 1PM EST, 03 January 2025. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.

Any information received will be considered solely for the purposes of determining whether or not to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

If potential offerors choose to submit information, past performance, and references regarding capability to perform these services must be provided along with the stem of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. The Government reserves the right not to compete the proposed purchase order based on responses received to this notice. These services may be awarded without further notice.
