Award Notice VAAA Adobe Software

The Department of Veterans Affairs intends to award a sole source award to Four Points Technology, LLC for Adobe Software, for the VA Acquisition Academy. The Firm-Fixed Price contract will provide 17 Adobe Captivate Enterprise licenses with maintenance and platinum support in order to utilize developmental needs across the academy.

Furthermore, it supports dynamic creations for the VAAA with its evolutionary development needs and management of course curriculum content, advertisement brochures, and the of tools needed to streamline workflows across the academy. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5(b)(6) Authorized or required by statute.

The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 U.S.C.§ 8127(b) and VAAR 806.302-570(b). This is a "Notice of Intent" and not a request for competitive proposals or quotes.

Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 11:00AM ET on September 10, 2024. The determination to not compete the proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying on any costs incurred and/or associated with the development of any responses submitted to this notice.
