The U.S. Department of Veteran Affairs (VA) is seeking information and sources capable of providing the services described below. The purpose of this notice is to gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. THERE IS NO SOLICITATION AT THIS TIME This Sources Sought does not constitute a request for quotes or proposals. Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

DESCRIPTION OF REQUIREMENT: VA is seeking a Contractor to provide commercial off-the-shelf (COTS) Kirkpatrick evaluation training in either face-to-face or virtual sessions.

The Human Capital Services Center (HCSC) is an organization within the Office of Human Resources and Administration/Operations, Security, and Preparedness (HRA/OSP) that supports the strategic goals of the Department of Veterans Affairs (VA) by providing an enterprise-wide approach to talent management, including recruitment, retention, development, training.

HCSC has a need to provide Kirkpatrick training for Department learning and development program managers to learn the correct methodology and apply it to an actual VA leadership and development programs to maximize program effectiveness.

The following Kirkpatrick evaluation training is required: Course Modality Certification Kirkpatrick Four Levels® Evaluation Training Program Bronze Level In-Person Kirkpatrick Certified Professional Bronze Level credential Kirkpatrick Four Levels® Evaluation Training Program Bronze Level Virtual Kirkpatrick Certified Professional Bronze Level credential Kirkpatrick Four Levels® Evaluation Training Program Silver Level In-Person Kirkpatrick Certified Professional Silver Level credential Kirkpatrick Four Levels® Evaluation Training Program Silver Level Virtual Kirkpatrick Certified Professional Silver Level credential Workshop Modality Certification Igniting the Inner Fire: Kirkpatrick Levels 3 & 4 In-Person Course completion Igniting the Inner Fire: Kirkpatrick Levels 3 & 4 Virtual Course completion Training on Trial Workshop In-Person Course completion Training on Trial Workshop Virtual Course completion All instructors must have a Certification as a Kirkpatrick Facilitator or Kirkpatrick Consultant. The company must be able to issue the Bronze Level and Silver Level Credentials (to include digital certificate and badge) to all participants.

SUBMISSION INSTRUCTIONS: If your organization is capable of performing these services, please respond to this Sources Sought as follows:

Cover Sheet - one page Organization name, address, SAM Unique Entity Identifier (UEI) number and website. Primary point of contact to include e-mail address and phone number. Company s size status as listed in SAM under NAICS 611430 - Professional and Management Development Training. If listed as Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) in SAM, state if your company is certified in SBA s VetCert database.

If these services are available on your company s GSA contract, provide GSA contract number, schedule and category. Capabilities Statement and Market Information - no more than five pages Please respond to the following questions by providing a capabilities statement and market information: Please describe your experience working with Government agencies. Specifically, what processes do you have in place to submit a timely and quality quote?

Please describe whether your organization has Kirkpatrick Certified Facilitators capable of delivering the training. Is your organization qualified to issue the Bronze Level and Silver Level Credentials (to include digital certificate and badge) after completion of the training program? If you are a SDVOSB or VOSB, can you provide the required services and meet Subcontracting Limitations found at VAAR 852.219-75? Please explain.

If you are a Small Business (SB), can you provide the required services and meet Subcontracting Limitations found at FAR 52.219-14? Please explain. Would you be interested in proposing on a solicitation for this work? Please provide estimated pricing information for the training courses and workshops listed above. Would you suggest any other NAICS for these services? Please provide any other feedback or suggestions that you deem appropriate.
