Acquisition & Financial Support Services

The Department of Veterans Affairs, Office of Inspector General, intends to award a sole-source contract, in accordance with 38 U.S.C. 8127(c), VAAR 806.302-570(a) and (c); VAAR 819.7008; and FAR 6.302-5(a)(2)(i) Authorized or Required by Statute.

This contract is intended to be negotiated with and awarded to the following SDVOSB: Creative Business Solutions, Inc (CBS, Inc) 13003 Winding Creek Rd Bowie, Maryland 207 The scope of work is support services of a contractor to provide acquisition & financial professionals to perform a wide range of professional acquisition and financial support related services for the Office of Procurement and Financial Operations.

In addition to achieving this objective, the Contractor shall collaborate with procurement and program staff, providing support contract functions to include market research, acquisition strategy support, statements of work (SOW), solicitations, expert assistance evaluations including price/cost analysis, contract administration, close-out, and financial operations support services to include reviewing government travel and purchase card accounts, travel services, event planning, and financial processing, such as permanent change of station and purchase card requests and invoicing obligations.

This action will result in a Firm-Fixed Price contract with a period of performance of one year with four one-year options; and this acquisition is intended to be awarded no later than 08/30/2024. The NAICS is 541611. The size standard is $24.5Million. The PSC is R499. In accordance with VAAR 819.7008(b), the contracting officer's determination to make a sole source award is a business decision wholly within the discretion of the contracting officer.
