NOTICE OF THE INTENT TO SOLE SOURCE: This notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice and synopsis of the proposed action. The Department of Veterans Affairs (VA) Strategic Acquisition Center, on behalf of the Veterans Health Administration, Digital Health Office, intends to award firm fixed priced contract, within 30 days of this notice, to Four Points Technology, L.L.C.

UEI: H1KHJPJH9R51 an authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) reseller via NASA/Goddard Flight Center NASA SEWP V Contract #NNG15SD22B, Group B SDVOSB. All business will be conducted in accordance with the SEWP V Contract. To comply Government-wide procurement instrument SWEP V Contract- Category B, Group B, Amount $20.0B, NNG15SD22B.

This activity proposes to negotiate a non-competitive award (sole source) to Four Points Technology, LLC, for the procurement of site planning services in support of Operational Readiness Assessments (ORA) activities at VA Medical Centers under the auspices of Veterans Health Administration (VHA) Digital Health Office (DHO) Electronic Health Record Modernization (EHRM) activities.

Led by DHO, this specific collaboration between EHRM Integration Office (IO) and VHA will identify and communicate specific unmet needs in clinical processes necessary for successful go-live of new Electronic Health Record (EHR) at one or more VA Medical Centers (VAMC).

The proposed procurement is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition is U.S.C.3304(a)(1) pursuant to the exception to the fair opportunity process under Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(E), which states that “For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source”.

The applicable statute is Public Law 109-461: “Veterans Benefits, Health Care, and Information Technology Act of 2006” specifically, the “Veterans First Contracting Program” outlined in 38 USC § 8127(c).

The North American Industry Classification System code (NAICS) for this requirement is 541519. All responsible sources that feel they should be considered qualified to provide the above-mentioned services may submit a response to this notice to William.Milline@va.gov or Cristine.Carmody@va.gov no later than August 8, 2025. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination.

A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. THE GOVERNMENT IS NOT RESPONSIBLE FOR ANY COSTS ASSOCIATED WITH RESPONDING TO THIS NOTICE.
