September 3, 2024 Brief Description of Services: The Department of Veterans Affairs, Office of Construction and Facilities Management, Office of Facilities Acquisition in support of the National Veterans Affairs History Center is seeking to procure a free-standing art panel system for storage of historical works of art in accordance with the Specifications and price schedule, the Contractor shall price for the art rack and associated delivery.
A shelving plan that provides appropriate storage for the size and quantity of holdings and artifacts and that facilitates storage procedures that protect holdings while allowing efficient storage and access must be developed in consultation with the customer. The units needed are not static library shelving units, nor office shelving units.
They are specifically designed to meet the unique requirements of archival materials, as defined by the National Archives and Records Administration Directive 1571. Directive 1571 sets forth many requirements, including specifications for storage, and approved materials for storage among other directives regarding the handling and storing of archival records.
The storage plan must specify specialized shelving or adjustments to standard shelving for oversized or non-textual holdings, artifacts, and other holdings that cannot be stored safely or efficiently in standard archival configurations.
6. Reason for Sole Source: This activity proposes to make a non-competitive award (sole source) to Martin AIJS, LLC, a SBA certified verified Service-Disabled Veteran Owned Small Business (SDVOSB), under the statutory Authority of Public Law (PL) 109-461, Veterans First Contracting Program, as codified at 38 U.S.C. 8127 and 8128 and implemented at Veterans Affairs Acquisition Regulation (VAAR) Subsection 819.7007(c). 38 U.S.C. 8127(c) permits a contracting officer to award a contract to a verified SDVOSB using procedures other than competition if:
1) such concern is determined to be a responsible source with respect to performance of such contract opportunity;
(2) the anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in section 134 of title 41) but will not exceed $5,000,000; and (3) in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. This proposed action meets all three of the requirements of 38 U.S.C. 8127(c). In accordance with FAR 6.305(a) the justification supporting this action will be made publicly available within 14 days after contract award.
