This request for capability information does not constitute a request for quotations or proposals. Submission of any information in response to this market survey is purely voluntary and will be used only for market research purposes to determine availability of sources, commerciality, and competitive strategy. The government assumes no financial responsibility for any costs associated with any response to this notice as incurred by prospective contractors.  The Department of Veterans Affairs, Veterans Benefits Administration is conducting market research to identify Veteran Owned and Service-Disabled Veteran Owned Small Businesses capable of providing Dog Training Equipment IAW the attached list (draft). This RFI is for planning purposes only and shall not be considered as an obligation on the part of the Government to acquire any products or services.

Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.

The information provided may be used by the Department of Veterans Affairs in developing its acquisition strategy and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to it.

The purpose of this RFI is an assessment of Veteran Owned and Service-Disabled Veteran Owned Small Business interest and will aid the government in identifying potential vendors and their business classification. Responses shall be directed to Heather Allen @ heather.allen@va.gov no later than 1pm EST April 17, 2024.
