COMBINED SYNOPSIS/SOLICIATION This is a combined synopsis/solicitation for solicitation identified as Request for Proposal (RFP) 36C10B26R0022, for the acquisition of brand-name InvisAlert Software Solution to be implemented and hosted in the VA Enterprise Cloud (VAEC). This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation is issued Other Than Full and Open Competition Justification basis in accordance with 41 U.S.C.
3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intended source is InvisAlert Solutions Inc., as they are the owners of the software solution required. InvisAlert Solutions Inc. is the only source capable of providing the required proprietary source code.
The proposed action is on a firm-fixed-price basis, and the period of performance shall be one (1) 12-month base period with four (4) 12-month option periods, if exercised. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. The North American Industry Classification System (NAICS) number is 513210 Software Publishers with a size standard of $47 Million.
