 REQUEST FOR INFORMATION Critical Outbound Veterans Communications Solution Requirement: The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is seeking information concerning the availability of capable contractors to provide Critical Outbound Veterans Communication for the Central Virginia VA Healthcare System. This acquisition aim is to enhance the dissemination of vital information such as appointment reminders, lab results, program details, and other correspondence, while reducing reliance on manual labor.
Please see attached Draft Performance Work Statement section 5.0 for specific details on this requirement.  This is a Request for Information (RFI) only and is limited to ten pages (excluding Performance Work Statement (PWS) if your response includes PWS recommended changes). Do not submit a proposal or quote. There is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. If interested, please provide the following:  1.  A capabilities statement that addresses the questions below and draft PWS.  If additional information is required by VA to determine a contractor s capability to provide the full requirement and the economic feasibility of the information provided, additional information may be requested at a later date.  Technical questions may be submitted as part of your response.  A draft version of the requirement is below.
Please direct all responses to Christopher Knight, christopher.knight2@va.gov and Debra Clayton, debra.clayton2@va.gov no later than Wednesday, 7/3/2024 at 3:00 PM EST.  2. Please address the following questions in your RFI response: a. Describe your solutions ability to meet the requirements set forth in the PWS. b. Does your company have an executed Business Associate Agreement with Veterans Health Administration? c. Please provide a rough order of magnitude (ROM) estimate for your solution for the base and all option periods. d. Please describe how your software is provided Software as a Service?
Subscription model? Perpetual license? e. Describe your ability to integrate with VA VistA. f. State the brands of multifunction devices on which your software is capable of operating. g. Describe the software automated reporting capabilities.  3. Has the draft PWS provided sufficient detail to describe the technical requirements that encompass the services to be performed under this effort? Â

NO (if No, answer question below) If NO , please provide your technical comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort.  4. Any Schedules held on General Services Administration (GSA), Government-Wide Acquisition Contracts (GWAC) held on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) V, or any other schedule not mentioned above to assist in determining acquisition strategy if you are included in one or more.
Please also include Contract Number, expiration date, etc. Â 5. Socioeconomic data: If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort?
Are you able to comply with VAAR 852.219-73, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, 852.219-75, VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction and with subcontracting limitations in 13 CFR 125.6 in execution of this effort?
