New Award - SAM (Sole Source)- ARIN (VA-24-00015396)

This is a combined synopsis/solicitation for solicitation identified as Request for Quote (RFQ) 36C10B24Q0272, for the acquisition of brand name American Registry for Internet Numbers (ARIN) Registration for an annual membership. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.

This solicitation is issued on an other than full and open competition basis in accordance with 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intended source is ARIN, as they are the owner of the membership services required. ARIN is the only source for the required membership.

IP addresses are managed by the Internet Assigned Numbers Authority (IANA), which has overall responsibility for the IP address pool, and by the Regional Internet Registries (RIRs) to which IANA distributes large blocks of addresses. IANA, as with the RIRs listed below, is governed by the Internet Corporation for Assigned Names and Numbers, an internationally organized non-profit organization set up by the Internet community to help coordinate IANA's areas of responsibilities.

The RIRs manage, distribute, and publicly register IP addresses and related internet number resources, such as Autonomous System Numbers and reverse Domain Name System delegations within their respective regions. The proposed action is on a firm-fixed-price basis and the period of performance shall be August 31, 2024 to August 30, 2025. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04.
