Notice of Intent for the supply of new drinking water membrane modules and associated equipment for the O.B. Curtis Water Treatment Plant, City of Jackson, MS

The U.S. Army Corps of Engineers, Vicksburg District Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 6.302-1(a)(2) to Veolia WTS Solutions USA, Inc. (Cage Code 3UWH1) for the supply of water membrane filters to the O.B. Curtis Water Treatment Plant (OBCP) in Jackson, MS. The Contracting Officer has determined that only one source is available.

The contractor shall supply a total of 2048 membrane modules, model ZW500d with nominal surface area of 440 square feet (SF). Contractor shall provide 17 total sets Permeate Spool connection couplings and 17 sets of Aeration Spool connection components (4 of each per train plus 1 spare of each). Contractor shall also provide 66 ZeeWeed ZW500D low flow aerator tube assembly sets. Membrane modules and other components shall be compatible with the existing model 64M cassettes.

The Government intends to procure from only one source under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements.

Interested parties may submit their capabilities and qualifications to provide these services in writing to the identified point of contact not later than 12:00 p.m. CST on Monday, March 11, 2024. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ/RFP will be issued based upon this Notice of Intent.
