34300024Q0042 NOTICE TYPE: Pre-Solicitation Notice NOTICE OF INTENT TO SOLE SOURCE - PORTFOLIO MEDIA, Inc. NAICS Code 519130 – Internet Publishing and Broadcasting and Web Search Portals PSC DA10 - IT and Telecom Web Based Subscriptions (Attachment – J&A) The U. S. International Trade Commission (USITC) intends to solicit and award a Purchase Order to Portfolio Media, Inc., (a Lexis-Nexis Company), New York, New York, , under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The USITC anticipates award of a Purchase Order, on a sole source basis to Portfolio Media, Inc. for 50 licensed seats to its online subscription IPLAW360. IPLAW360 provides high level and detailed coverage of day-to-day legal events, cases, news, and policy on matters concerning domestic and international intellectual property law. The anticipated period of performance one year and four, one-year options. The Base Year would begin September 15, 2024. This notice is not a request for competitive quotations.

A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. Interested organizations may identify their interest and capability to respond to this requirement by submitting a capability statement, which will be considered by the agency, within seven days after the date of publication of this notice. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
