Intent to Sole Source-Rising Edge Analytics LLC

The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to Rising Edge Analytics LLC, 9822 Limoges Dr, Fairfax VA 22032-1118 (UEI: H423XC1RRVJ9) under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Commission is seeking to procure consultant services from an individual who can serve as a technical expert witness in the area of computer networking.

This individual would have to read the patents at issue in Inv. No. 337-TA-1391, consult with the Investigative Attorney regarding the invention described in the patent at issue, and provide opinions on at least: (1) the state of the technology at the time of the invention and (2) any infringement reads, and would prepare written declarations and/or testimony subject to examination by others.

Dr. Robert Simon of Rising Edge Analytics LLC have been identified as a sole provider of these services required by the commission. Please see attached Justification and Approval for further details. Period of Performance is July 22nd 2024 to February 21st 2025. The intent of this announcement is for informational purposes only.
