Notification of the SEC's Intent to Award a Sole Source Purchase Order to The Ives Group, Inc.

The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a sole source basis to The Ives Group, Inc., 9 Main Street, Suite 2F, Sutton, MA 01590 for access to their Audit Analytics online database platform and data feeds. The NAICS code is 518210. The contracting officer has determined that Ives Group, Inc. is the only source that can reasonably meet the SEC’s requirement in accordance with FAR 13.501(a)(1)(ii) – Sole Source Acquisitions.

The SEC requires access to a web-based research platform that provides access to a comprehensive database of current and historical auditor and compliance information. The information shall be in a database format, categorized using a taxonomy, for all U.S. public companies that are SEC registrants, broker-dealers, and registered investment advisers. In addition to the web-based research platform, the SEC requires a data feed of the above-mentioned data points for import into SEC systems.

The service shall provide the information via a searchable web-accessible interface with the ability to download the data to Excel. The interface shall provide the capability to easily search for companies.

It shall display a company overview of the following information, and the ability to limit searches by combining one or more of these elements: Auditor, Type of filing, Filing date range, Restatement period range, Market capitalization range, Revenues range, Company location (including state and region), Industry, and Ticker CIK code.

Audit Analytics is the only source that tracks and analyzes all the following required elements: at least twenty-four (24) years of auditor information and restatements and late filings information, at least twenty (20) years of Sarbanes-Oxley disclosure information and broker-dealer information, and at least twelve (12) years of registered investment advisor information. In addition, Audit Analytics provides a taxonomy of issues associated with the categories it analyzes.

This taxonomy is developed by their analysts and not available from any other source. The Audit Analytics database provides a searchability feature which is required by the SEC. The period of performance for the purchase order is anticipated to include a base year and four (4) one (1) year options. The SEC intends to award a purchase order to The Ives Group, Inc. on or about March 21, 2025. This notice is not a competitive request for proposals. A competitive solicitation will not be issued.

However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
