Sole Source Notice of Intent: MCG Energy Solutions, LLC

The Western Area Power Administration (WAPA), Headquarters, intends to acquire on a Single Source basis to MCG Energy Solutions, for their Integrated Asset Management (IAM) Counterparty Checkout Software, under the authority of FAR 13.106-1(b)(1), Simplified Acquisitions. WAPW is procuring an enhancement to the current MCG IAM software, not pursuing a new solution for the Integrated Asset Manager (IAM) currently provided by MCG.

All work is performed by MCG, and they do not utilize any subcontractors or outside system integrators for the implementation of their solution from development through final cutover. MCG confirmed they do not permit access to their IAM Counterparty Checkout software so no other source may perform the work. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES.

Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received no later than the due date stated on this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
