Modification 02 created to add Q&As DESCRIPTION: The U.S. Coast Guard has a requirement for through cleaning and structural inspection of a 300,000-gallon potable water storage tank, located at USCG Base Elizabeth City, North Carolina. This notice is a combined synopsis/solicitation for a service in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is on a Small Business Set-Aside only.

This announcement constitutes a public solicitation. Please read this entire notice, the instructions herein, and the attachment documents carefully. SITE VISIT Base Elizabeth City urges offerors to inspect the site where the work will be performed. Site Visit information is outlined on SF-18 block 11 of solicitation document. Information provided at the site visit, as well as answers to questions shall not change the terms and conditions of the solicitation and/or specifications. Terms remain unchanged unless the solicitation is amended in writing.

HOW TO RESPOND: In order to compete for this project, interested parties must be registered in SAM (System for Award Management) prior to close of this solicitation. https://www.sam.gov/portal/public/SAM/. The vendors SAM registration must be in an “ACTIVE” status prior to award. Vendors must ensure that the NAICS codes: 221310, 238220, 237110 are listed on their SAM registration to perform this type of service.

COST PROPOSALS: The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15 provide Firm Fixed-Price “broken out by labor hours, labor category, materials, and other direct costs”.

Proposals must be received by email no later than the specified date and time listed in block 10 of the SF-18 solicitation document to Cristina.p.mesen@uscg.mil EVALUATION CRITERIA: The government will award a contract resulting from this request for quote (RFQ) to the responsible offeror whose offer is the Lowest Price Technically Acceptable (LPTA) quote. The lowest priced quote will be evaluated on technical acceptability, if it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified.
