Notice of Intent to Award a Sole Source Contract

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT This notice of intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; no other supplies or services will satisfy agency requirements.

U.S. Coast Guard, Logistics Command (LOGCOM-93) hereby gives notice of intent to award a sole source contract to Transportation District Commission of Hampton Roads to provide U.S. Coast Guard LOGCOM With the supplies listed below. Military Hampton Roads Transit (HRT) passes – 175 EA Military HRT Contract – 1 EA Civilian Hampton Roads Transit (HRT) passes – 175 EA Civilian HRT Contract – 1 EA This effort will be conducted on a sole source basis in accordance with FAR 6.302-1.

This is being sole sourced to Transportation District Commission of Hampton Roads, because they are the only source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Purchase of these supplies from a source other than Transportation District Commission of Hampton Roads using commercial procedures would result in additional cost and potential schedule delays.

The applicable North American Industry Classification System (NAICS) Code is 485111 with a size standard of $29 Million. All responsible sources may submit capability statement to contract specialist listed below which shall be considered by the agency. However, a determination by the Government not to compete this proposed order based upon responses to this solicitation is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There will be no written solicitation issued. The government will not be responsible for any cost incurred in preparation of proposals. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1.
