Notice of Intent to Sole Source Award - PowerWulf Compute Cluster

The 30th Contracting Squadron, Vandenberg Space Force Base, CA, intends to solicit and award a sole source firm-fixed-price contract to PSSC Labs. The action will be executed in accordance with GSAR 538.7104-3(b)(ii). See attached redacted Sole Source Justification for additional details. The requirement is to provide the following:

CLIN 0001:

PowerWulf ZXR1+ Cluster H4000G1 PN:

PWF-ZXR1-H4000G1/PowerWulf ZXR1+ Cluster H8000G1 PN: PWF-ZXR1-H8000G1 with addition of MATLAB Compiled Runtime (MCR) for R2026a to be installed and supported on the cluster and install lated stable version of Python for Red Hat, version 3.12 or later. Utilizing GSA Multiple Award Schedule 47QTCA24D00FW. This notice of intent is NOT a request for quote or proposal.

However, interested parties may submit a narrative describing their capabilities and qualifications to fulfill the requirement via email to Scott Yeaple, scott.yeaple@spaceforce.mil and Jessica Rowe, jessica.rowe.5@spaceforce.mil no later than 03 August 2026 at 12:00pm Pacific Time. Any costs incurred in submitting a capabilities statement will not be reimbursed by the Government.

Additionally, the information received will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
