The National Geospatial-Intelligence Agency (NGA) intends to award sole source award with a 1 year base and 4 (12 month) option years., firm fixed price purchase order in accordance with the Federal Acquisition Regulations FAR Part 13.106-1(b)(2), only one source reasonably available to Franklin Covey Client Sales Inc., 2200 Parkway BLVD Salt Lake City, Utah 84119-2099 for the purchase of FranklinCovey All Access Pass for 700 participants (unlimited access to FranklinCovey digital content), to include the Facilitation Excellence certification of NGA Government employees in the Leading at the Speed of Trust and the 7 Habits of Highly Effective People, presentation of (1) Writing Advantage and (1) Presentation Advantage courses to NGA employees.

NGA has determined that FranklinCovey is the only vendor capable of providing the required services. FranklinCovey owns all proprietary rights and copyrights to all training principles and materials, and is the only approved supplier of the training materials used in conjunction with its licensed programs. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A solicitation will not be issued.

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer no later than 11:00 am Eastern Time (ET) on 12 August 2024. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.

Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government.
