Renewal of maintenance on Videk Docuvision 8600 Track

The Social Security Administration (SSA or agency) intends to negotiate solely with Videk Systems (Videk) who is the manufacturer and sole provider for maintenance on Videk DocuVision 8600 Track and Trace System. The firmware for this equipment, and the source code for the associated software, is proprietary and can only be obtained from manufacturer. Videk is the manufacturer of Videk DocuVision 8600 Inspection and Data Integrity System (AKA Track and Trace System).

The agency uses Videk DocuVision 8600 Inspection and Data Integrity System to track Social Security Cards. Each step is documented and will help SSA to further secure Social Security Cards and their Personal Identifiable Information as SSA delivers this product to the public. The Videk DocuVision 8600 Inspection and Data Integrity System uses cameras and associated software, which is proprietary to Videk.

Videk has exclusive rights and is the only one who can maintain the Videk DocuVision 8600 Inspection and Data Integrity System for Social Security cards. The basis for this justification is within the authority of the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)—“ … Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold.

Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).” The software is proprietary and Videk, Inc. is the sole source of the source code necessary to provide the required maintenance subscription which includes, version upgrades, updates, fixes and technical support via telephone, email, and internet.

Videk has exclusive rights and does not authorize maintenance by resellers or any other entities. This is not a Request for Quotation. The Agency will not pay for any information as a result of this notice. Inquiries must be made on or before the closing date of this notice. Any inquiries must be addressed to Vachael.Mulbah@ssa.gov.
