Intent to Sole Source to Advantor

The 145th Wing, North Carolina Air National Guard, intends to sole source the delivery and installation of an of required cameras and monitoring station for Main Gate, Building 64. The desired outcome is an VMS system for this facility that will integrate into the existing VMS system, thus providing SFS the ability to monitor the vehicles and personnel entering and exiting the installation through the Main Gate. Lack of these components is a Tier 3 deviation of AFI 31-101, Integrated Defense.

These devices are required to properly monitor the traffic of all personnel entering and leaving the installation.This procurement is being made pursuant to 10 U.S.C. 2304(c) (2) and FAR 6.302-1, for other than full and open competition; only one responsible source. Advantor installed the current security system at the base and is the sole manufacturer. All qualified sources must respond not later than the date and time specified under General Information within this special notice.

There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1(a)(2). This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
