26-005379 Product Service Code (PSC): 6515 Medical and Surgical Instruments, Equipment, and Supplies NAICS Code: 339113 Surgical Appliance and Supplies Manufacturing Place of Performance: National Institutes of Health Clinical Center Bethesda, MD 20892 Description The NIH Clinical Center intends to award a sole-source fixed-price purchase order to Hill-Rom for the upgrade of three (3) Progressa ICU beds with the OEM PROGRESSA+ Surface Upgrade Kit.

The requirement includes OEM parts, software upgrades, labor, travel, and onsite installation. Background Hill-Rom Progressa beds have been in continuous use at the NIH Clinical Center since 2013, when they replaced the legacy Hill-Rom Total Care beds. These beds have been maintained exclusively by Hill-Rom and NIH Biomedical Engineering personnel and are integrated into numerous NIH clinical protocols.

They are used primarily in the Intensive Care Unit (ICU) and by the Wound, Ostomy, and Continence Nursing team, where they play a critical role in the prevention, monitoring, and treatment of pressure injuries and ulcers. Their established use in patient care and clinical protocols makes continued support and compatibility essential to maintaining uninterrupted operations and quality patient care.

Justification Hill-Rom is the original equipment manufacturer and the only source capable of providing certified OEM parts, software, upgrades, technical support, and factory-authorized installation. Use of non-OEM sources could compromise patient safety, require recertification, and interrupt clinical operations.

Authority The intended sole-source acquisition is authorized under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), which permits solicitation from a single source when the Contracting Officer determines that only one source is reasonably available for an acquisition not exceeding the Simplified Acquisition Threshold. Capability Statements This notice is not a request for competitive quotations.

Interested parties believing they can satisfy the Government's requirement shall submit a capability statement with supporting documentation demonstrating their ability to provide an equivalent OEM-authorized solution. Capability statements shall reference POTS 26-005379 and must be submitted electronically no later than August 12, 2026, at 4:30 P.M. Eastern Time (ET). The Government will evaluate all capability statements received.
