Advanced Aircraft Research, Development, Test and Evaluation Contract Modification

This synopsis is hereby issued in accordance with FAR 5.201(b)(1)(ii).

The purpose of this synopsis is to announce that Naval Air Warfare Command – Aircraft Division (NAWC-AD) intends to issue a modification to the Advanced Aircraft Research Development Test and Evaluation Indefinite Delivery Indefinite Quantity (AARDT&E IDIQ) contract N0042120D0071 with American Electronic Warfare Associates, Inc. (AMEWAS), 44427 Airport Road, Suite 200, California, MD 20619. Contract N0042120D0071 was awarded competitively, as a small business set-aside, single-award IDIQ on 1 June 2020 for five one-year ordering periods for a total value of $218,034,586.44.

The scope of work under this contract is in support of the Digital Analytics, Infrastructure and Technology Advancement (DAiTA) Group. The DAiTA Group contains Advanced Aircraft Research, Development, Test, and Evaluation (AARDT&E) laboratories capable of operating either independently or collaboratively to provide complete test and evaluation of aircraft and weapons systems across multiple Departments and Divisions.

This contract supports the NAWCAD’s and Naval Air Systems Command’s (NAVAIR) Digital Analytics Infrastructure and Technology Advancement (DAiTA) Group Integrated Battlespace Simulation and Testing (IBST) department. The resultant contract modification is not being issued for the purpose of supporting new requirements.

Rather, this contract modification will be issued to support the continuation of existing requirements that are being performed under a sole-source companion contract for tasking at the Top Secret/Sensitive Compartmented Information (TS/SCI) level. This companion contract is being performed by the same vendor as contract N0042120D0071. At the time of the original competition, NAWCAD did not have the authority to include TS/SCI performance requirements. The resultant contract modification will include an increase to the level-of effort and other direct costs.
