Notice of Intent

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. In accordance with FAR 13.5 single source, Western Area Power Administration (WAPA), intends to issue an order on a Sole Source basis to Utilicast, LLC. of Kirkland, Washington, for Consulting Services.

This requirement is for consulting services for the Southwest Power Pool (SPP) Regional Transmission Organization (RTO), to provide market integration across Rocky Mountain Region (RMR)/ Colorado River Storage Project (CRSP) business organizations. The consulting firm would be the liaison between Western Area Power Administration (WAPA) Business Partners, WAPA Information Technology, SPP, and vendors for market implementation. This will be a sole source firm fixed price contract award.

This NOTICE OF INTENT is not a request for competitive quotes. The Government will not be responsible for any cost incurred in preparation of response. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any vendor that believes it can provide the stated requirement, may submit supporting documents demonstrating capability and past performance. Responses received will be used for future acquisitions.
