SYNOPSIS

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement N0042121G0005, with Rockwell Collins, Inc., 400 Collins Road NE, Cedar Rapids, IA 52498-0505 to provide Engineering and Software Technical Support for Flight Management Function Application(FMF APP) Integration into the CMV-22 Trainers.

The CMV flight training device configuration, the FMF APP and a flight simulator compatible version of Collins Transport Services Segment will be integrated into a 64-bit architecture that simulates aircraft avionics and performance that is hosted on a Linux Operating System (OS).

This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Rockwell Collins, Inc. is original developer of the Flight Management System and retains all data rights; making them the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support this system. THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with Rockwell Collins, Inc. No contract will be awarded on the basis of offers received in response to this notice.
