Notice of Intent to Sole Source - Ortho-Clinical Blood Cards Reagent -

The Fort Cavazos Health Contracting Cell, Medical Readiness Contracting Office- West (MRCO-West), Army Health Contracting Activity, MEDCOM, Fort Cavazos Texas intends to award a Firm Fixed-Price, sole source contract to Ortho-Clinical Inc., an other than small business, under authority 41 U.S.C. 1901, IAW Regulation 13.501(a)(1)(ii), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

This is for the supply purchase of red blood cell reagent cards for the Government-owned Ortho Vision ID-MTS Workstation analyzer at Irwin Army Community Hospital (IACH) at Fort Riley Kansas 66442. Award will be on or about 17 September 2024. The applicable NAICS code for this requirement is 325413, “In-Vitro Diagnostic Substance Manufacturing”. The Small Business Size Standard is 1,250 Personnel. This notice is not a request for competitive quotes.

No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
