The Office of Business Solutions Acquisition (OBSA), Treasury Operations Branch (TOB), intends to negotiate a sole source acquisition with Inter-Industry Economic Research Fund Inc. (IERF) for Long-term Interindustry Forecasting Tool (LIFT) model, with the approximate start date of March 30, 2024. IERF is the sole provider for this service. A 12-month base period and (2) 12-month option periods is contemplated for this acquisition.

The resulting award will also include FAR 52.217-8 Extension After Services, which allows for up to a six-month extension should it be needed. These services are currently in place under Contract No. 2032H320P00051. No competitive solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 3:00 PM, EST on March 1, 2024. Responses shall be submitted to Vivian.N.Vanhorn@irs.gov. Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company ueiSAM no. and CAGE Code;

3. Point of Contact, and secondary contact, information;

4. The specific service that your company offers that fulfills the same performance to be awarded or evidence that your company can provide the specific services mentioned above; and, 5. A description of the service(s).

It is your responsibility to demonstrate how your company will be able to provide the same service that currently is being provided by the above anticipated start date of March 30, 2024. The response must be complete in order to for the Government to have assurance that the Treasury will not experience a break in service. The Government will not seek additional information from your company if you fail to provide sufficient evidence of being able to meet the Government's needs.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone inquiries or questions will NOT be accepted.
