08 JULY 2024 Special Notice: Modeling and Simulation (M&S) Vistas (MSV) Notice of Fair Opportunity This amended Special Notice to Industry Partners is issued solely for information and planning purposes. The Modeling and Simulation (M&S) Vistas (MSV) suite of contracts consists of the following three procurements: Threat and Advanced Simulations Development (TASD) Framework (FWK) Core Truth Model (CTM) As of this notice, the aforementioned procurement names are hereby the current names to be utilized going forward.

Threat and Advanced Simulations Development (TASD), was previously known as Threat and/or Threat Systems Engineering (TSE). There is no change in the name for the Framework procurement. Core Truth Model (CTM), was previously known as Truth.

In addition, this amendment notifies all interested parties that the Government intends to utilize the Eglin Wide Agile Acquisition Contract (EWAAC) in accordance with FAR Part 16 for the Modeling and Simulation Vistas (MSV) - Threat and Advanced Simulations Development (TASD), MSV – Framework (FWK), and Core Truth Model (CTM) requirements. The use of Fair Opportunity to procure the MSV-TASD, MSV-FWK and MSV-CTM means the United States Government (USG) will procure them as orders on EWAAC.

All future communication will be limited to the approved EWAAC contractors. Any company interested in the MDA M&S Vistas work must contact the EWAAC Contracting Officer to become an approved EWAAC Contractor. This is only applicable to contractors interested in proposing as a prime contractor. MDA intends to post draft Fair Opportunity Proposal Request (FOPR) to the EWAAC Community for the MSV-TASD and MSV-FWK Task Orders in mid-to-late July 2024.
