ASOS Sensor Hardware and Software Integration

NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the National Weather Service (NWS), using the procedures set forth in Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation, intends to negotiate on a sole source basis with Campbell Scientific Inc (CSI), for a firm-fixed price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for hardware and software integration of new sensors for the CSI Automated Surface Observing System (ASOS) 2.0 system.

The ASOS is undergoing a service life extension to extend the systems lifecycle beyond 2040. A phased approach to the upgrade is underway and includes the replacement of the data collection, system processing and dissemination subsystems. The ASOS program requires hardware and software support services for the operations and maintenance of the CSI Acquisition Control Unit, Data Collection Package, and the Single Cabinet (ACU/DCP/SCA).

The statutory authority for other than full and open competition is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
