Program Monitoring and Evaluation (PME) is an anticipated body of work to acquire expertise to conduct program monitoring and complex independent objective evaluations to assist CMS in evaluating the American Indian/Alaska Native Healthcare Quality Initiative (AI/ANHQI), Beneficiary and Family Centered Care (BFCC-QIO), Outlier Prescriber Safety and Support program (OPSS), and Quality Innovation Network-Quality Improvement Organization (QIN-QIO) program.

This evaluation activity will entail both monitoring of progress toward program goals and objectively evaluating program impact. This task order will require significant experience in complex evaluation methodology including mixed methods and approaches to incorporate both quantitative and qualitative data.

The service will include evaluation data collection planning and tool development, data collection and validation, technical assistance to CMS Quality Improvement (QI) contractors, complex analyses of large datasets for both ongoing performance monitoring and objective impact evaluation over time, applying statistical models to the datasets, designing and presenting data visualizations and reports for CMS, stakeholder collaboration, developing professional quality presentations and manuscripts for both agency leadership and outside audiences.
