24-008983 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health, Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine, Center for Cellular Engineering intends to issue a firm-fixed priced contract to Lonza Walkersville Inc. to supply Hank's Balanced Salt Solution in a 4-liter bag format. The Department of Transfusion Medicine, Center for Cellular Engineering has a bona fide need for balanced salt solution used in the process of hematopoietic stem cell products for transplant.

0001 Description: Hank's Balanced Salt Solution (4-Liter Bags) Quantity 40 Lonza Walkersville Inc. is the only supplier of Hank's Balanced Salt Solutions that can provide the product in four (4) liter spike-able bags. Hank's Balanced Salt Solutions is typically offered in 500 milliliters.
By using the 4-liter spikeable bags, the Department of Transfusion Medicine, Center for Cellular Engineering can maintain closed loop system on the Terumo Elutra Cell Separation System which prevents staff from having to change out the 500 milliliters bottles up to 8 times per run. By using the four (4) liter spike able bags, it reduces the number the of times of replacing the salt solution and reduces contamination and increases patient safety.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.
Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
