Treasury Common Services Center POC: Adam Walsh | email: adam.walsh@treasury.gov For: EMIS intelligence Subscription Platform for Department of Treasury Office of Foreign Assets Control (OFAC) The Office of Foreign Assets Control (OFAC) requires secure, continuous access to multi-sector industry reports, local financial data, and M&A trends to support analytical lines of efforts covering sanction impacts, global economic developments, and market and industry level changes for key sectors.
To eliminate knowledge gaps and ensure rapid decision-making across our team, we are procuring 5 concurrent user licenses for the EMIS intelligence platform. The period of performance for this requirement will be for 12-months from September 29, 2026 through September 28, 2027. No solicitation package will be issued.
This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 5:00 PM, EST on August 18, 2026. Responses shall be submitted to Adam Walsh at adam.walsh@treasury.gov Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No and CAGE Code;
3. Point of Contact, and secondary contact, information;
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above.
The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
