Notice of Determination to Consolidate Contract Requirements – Hyper-Converged Infrastructure (HCI) Blanket Purchase Agreement

NOTICE OF CONSOLIDATION OF CONTRACT REQUIREMENTS

In accordance with FAR 7.107-5(c), the Internal Revenue Service hereby provides public notice that the agency has determined that consolidation of contract requirements for the acquisition described below is necessary and justified.

The Government intends to consolidate requirements that were previously provided under the following contracts into a single procurement for Hyper-Converged Infrastructure(HCI) software licensing and renewals, hardware support and maintenance, lifecycle management, expansion, optional migration support, and resident engineering services.

The agency has determined that consolidation is necessary and justified based upon the benefits expected to be derived from the consolidated acquisition, including cost savings, improved contract terms and enterprise pricing. The consolidated approach replaces separate renewal calendars, catalog structures, pricing actions, lifecycle coordination, and support escalation paths with a common enterprise catalog, co-term licensing, coordinated lifecycle management, and unified governance.

This notice is published pursuant to FAR 7.107-5(c) to notify the public of the Government's determination to consolidate these contract requirements.

The solicitation will not be publicized earlier than seven (7) days after publication of this notice.

The Government's determination that consolidation is necessary and justified will be published with the solicitation in accordance with FAR 7.107-5(c)(2). The Government considered the potential impact on small business participation and incorporated a total small business set-aside into the acquisition strategy.

This notice is for informational purposes only. It is not a solicitation, request for proposals, request for quotations, invitation for bids, or request for capability statements. The Government is not requesting offers in response to this notice, and no contract or order will be awarded based on this notice. To clarify the mandatory field requirement in "Award Details", no award or solicitation has been made at this time.
