Intent to Sole Source

The Internal Revenue Service intends to award a Sole-Source no-cost [fixed unit price] bridge contract under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to Prometric LLC, 1501 S. Clinton St., Baltimore, MD 21224-5732.

This acquisition is required to support the Internal Revenue Service Return Preparer Office (RPO) and is for the acquisition of Enrolled Agent-Special Enrollment Examination (EA-SEE) test development and administration, including hosting and maintaining a system to capture candidate data and collect examination fee payments, delivery testing in both computer-based and paper-based formats, providing customer service to candidates, and recording and transferrin test results to the IRS.

The need for these services is 02/29/2024. Prometric LLC is the only source with the necessary infrastructure to meet the Government’s need. The period of performance will be 02/29/2024-02/28/2026. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION IS AVAILABLE. All responsible sources may submit a capability statement, which will be considered by the agency. Once the bridge contract is in place, the Agency intends to post a new solicitation for a competitive follow-on award.
