Notice of Intent to Award Sole Source R&D Services

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source Fixed Price Level of Effort contract under the authority of 41 U.S.C.3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers.

No solicitation package is available and email requests for an RFP will not be honored. Background The Bureau of Engraving and Printing (BEP) intends to award a fixed price level of effort contract to Honeywell for follow-on research and development services for security features in banknotes. Due to the existence of limited data rights, only one responsible source and no other supplies or services will satisfy agency requirements.

BEP acquired a license which allows for continued research & development, this effort will initiate the ongoing development of the feature. This is not a request for offers or capability statements however, the BEP maintains annual RFI’s related to R&D to acquire additional sources.

The RFI’s are 2031ZA23N00017 - Research and Development RFI for Device Assisted Security Features 2031ZA23N00016 - Research and Development RFI for Hidden Machine-Readable Security Features 2031ZA23N00015 - Research and Development RFI for Overt Security Features.
