The Department of the Treasury, Office of the Office of the Comptroller of the Currency, on behalf of the Office of Human Capital, seeks to establish department-wide Retirement Specialists Support (RSS) vehicle to provide comprehensive advisory, counseling, records analysis, and Federal benefits retirement processing support across all Treasury Bureaus.
The Department anticipates the issuance of a solicitation in accordance with the procedures of FAR subpart 8.4, Federal Supply Schedules, utilizing the GSA Multiple Award Schedule. Responses to the solicitation must be from active GSA MAS Contract Holders, registered in SAM.gov, and certified as a Small Business.
In addition to this requirement being totally set-aside for Small Business, this requirement is also a local area set-aside (within a 50-mile radius of the Washingston, DC metropolitan area) in accordance with FAR 26.202-1. The Government intends to promote competition to the maximum extent practicable, and in accordance with FAR 8.4.
Based upon the Government’s market research and functional requirements, North American Industry Classification System (NAICS) code 541612 – Human Resources Consulting Services has been identified as appropriate for this RSS requirement. The Department further anticipates establishing a single-award Blanket Purchase Agreement (BPA) with a period of performance not to exceed 5 years, under which call orders may be issued to support retirement counseling and technical support services across the Treasury Bureaus.
