Amendment -0001, The purpose of this amendment is reivse the Statment of Work (SOW) to relect that the installation and configuration of the machine router is now considered elective work. Optional Contract Line Item Numbers (CLINs) have been added, and Section L and M have been updated accordingly to incorporate langauge supporting this elective work. Further, the solicitation submission deadline has been extended to 05/02/2025 by 5:00pm. Contractors are highly encouraged to propose on elective work if at all possible.
This is a competitive solicitation for commercial products and/or commercial services adhering to the requirements of FAR Part 13.5 for full and open competition. This solicitation is issued as a Request for Proposals (RFP). The National Audio-Visual Conservation Center (NAVCC) unit of the Library of Congress (LOC) acquires, preserves, and provides access to the world’s largest collection of films, television and radio broadcasts, videos, and sound recordings.
The NAVCC is an audiovisual preservation and digitization facility located on the Packard Campus in Culpeper, VA. The Video Lab at the NAVCC is tasked with the digitization of multiple tape and disc formats of analog and digital video. It was designed and built to substantially emulate a video production facility and uses the Grass Valley N-Vision 9000 series video routing system to connect sources to their destination video encoders.
The Grass Valley N-Vision 9000 Series is a high-performance video routing system used in broadcast and production environments to manage and distribute video and audio signals efficiently. It’s designed for large-scale operations, where reliable and flexible signal routing is crucial. The Contractor shall provide system integration services for the Router Systems Integration (SI) Machine in the Video Lab at NAVCC.
This scope includes labor, technical documentation, and all required installation materials, such as jack fields and cables. Additionally, the Contractor shall implement video monitoring services, video distribution, and digital conversion to ensure seamless system functionality. A one-year hardware warranty shall be provided to guarantee reliability and performance. The Government will award a contract resulting from this solicitation to the responsible offeror that provides the best value to the government.
For this competition the following evaluation factors will be used to determine the ‘best value tradeoff’ for the government: 1. Volume I - Technical Volume 2. Volume II – Past Performance 4. Volume IV – Price All factors are listed in descending order of importance. This is a Best Value Trade-Off approach competition.

As a result of this combined synopsis/solicitation, this shall be the only notice issued. A separate award notice and a separate J&A posting shall not be performed, as all public information is being accomplished via this public notice.
