The U.S. Customs and Border Protection (CBP), Special Operations Group (SOG), has awarded a sole-source contract to L3 Technologies, Inc. for the procurement of 100 Ground Panoramic Night Vision Goggles – Fused (GPNVG-F) These goggles are essential for enhancing operational effectiveness and situational awareness across CBP’s mission sets, including homeland security, counterterrorism, drug interdiction, and other law enforcement operations.
This procurement was conducted under FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This sole-source action is authorized under 41 U.S.C. 3304(a)(1) and implemented by FAR 6.302-1. L3 Technologies, Inc. is the only vendor capable of meeting the Government’s requirements for this highly specialized equipment.

Competing products were evaluated during market research but failed to meet the technical and operational requirements of CBP’s Special Operations Group. This notice is being posted after the award of the contract due to urgency of the requirement. CBP is committed to transparency and is posting this notice to ensure compliance with FAR Part 5 publicizing requirements.
