RFQ 20147398 AND KENNEL FACILITY

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 70B03C25Q00000008 (PR 20147398) and is issued as a request for quote (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The associated North American Industrial Classification System (NAICS) code for this procurement is Primary 812910 Pet Care (except Veterinary) Services. This procurement shall be Open Market, Small Business Set-Aside. All qualified, responsible sources may submit a quote that shall be considered by the agency. Contractors are advised that they are responsible for obtaining amendments.

The resulting award will be a Base year plus three (3) service year , to the contractor who provides the Lowest Price Technical Acceptable to the Government in compliance with the provided Statement of Work (SOW). Contractors shall demonstrate capabilities in relation to the requirement as set forth in the Statement of Work (SOW) and this RFQ. The quotes will be evaluated carefully in accordance with the aforementioned factors.

Site destination shall be located no more than twenty (25) mile radius from the Port of Entry. Twenty-four-hour access to the parking area is required. The canines Port of Entry is:

US Customs and Border Protection Area Port of Andrade 235 Andrade Road Winterhaven, CA 92283 The Department of Homeland Security (DHS), Customs and Border Protection (CBP) intends to award a Firm Fixed Price, for the procurement of Kenneling Services. All quotes shall provide evidence that the Quoter can meet all requirements of the Statement of Work.

CBP reserves the right to award with or without a site visit to the contractor’s facility, as well as make unscheduled inspections post-award to ensure acceptable conditions and that all requirements listed in the SOW are being met. The purpose of this procurement is to secure commercial kennel facilities and services to support the CEP and the CBP mission at the Andrade Port of Entry.

Requirements shall include housing and rations for CBP-owned canines and other kennel related goods as defined by this statement of work. Andrade POE requires seven (7) active kennels. The facility may be able to accommodate up to an additional 43 canines in the event Calexico POE’s canines must be evacuated. Please see attached SOW for details of the requirement. Contractors shall provide: company point of contact, company address, Sam’s UEI number, phone number, and email address. In addition, contractors shall include in their RFQ Packet the following:

Kennel Price Quote Form (KPQF), containing pricing per canine, per day for each service year. Capability Statement in accordance with the SOW, this RFQ and detail cost associated with any subcontractor if utilized. Applicable licenses and permits as stated in the SOW part 3. Facility and kennel run requirements plan and acknowledgement as stated To be considered price shall be provided for each service years. Quote packets that are incomplete, unsigned, or late may not be considered.

The vendor selected for award SHALL be currently registered and Active in System for Award Management (SAM) at https://www.sam.gov/SAM/ and submit invoices as defined by Federal Acquisition Regulations (FAR) 2.101 as a condition of the contract. No award can be made to a vendor not registered in SAM.

Delivery of Submittals: Your RFQ packet shall be RECEIVED through email to the Contract Specialist/Contracting Officer no later than Nov 11, 2024 03:00 pm EDT. No phone calls will be accepted.
