The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Global Monitoring Lab (GML), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Mesa International Technologies Inc located in Santa Ana, CA for aluminum gas cylinders to be delivered to Boulder, CO.
The sole source determination is based on NOAA’s requirement that Mesa International Technologies Inc is the only vendor that manufactures and distributes these aluminum gas cylinders.
At GML, we measure atmospheric concentrations of greenhouse gases and related atmospheric gases, such as carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), carbon monoxide (CO), and sulfur hexafluoride (SF6) with the goal of understanding small changing in the atmosphere and how those changes will impact climate and air quality. We use air stored in aluminum cylinders for calibration. It is critically important that changes observed in the atmosphere not be an artifact of the calibration.
We have a long history of using Luxfer aluminum cylinders with Ceoduex brass, pack-less valves for this work. The behavior of these gases in Luxfer cylinders (now manufactured by Metal Impact, Graham, NC) is well understood. We require materials and services available through Mesa Specialty Gases & Equipment (Mesa Gas). Mesa Specialty Gases & Equipment has proven to be a reliable supplier of Luxfer (Metal Impact) aluminum cylinders, fitted with Ceoduex brass, pack-less valves. Delivery by 9/1/2024.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
