Prospective Bidders Subject: Request for Quotation # 19VM3026Q0004 – BPA setup for Taxi Transportation Services. Enclosed is the Statement of Work/Request for Quotation (SOW/RFQ) for establish a Blanket Purchasing Agreement (BPA) for Taxi Transportation requirements including, but not limitted to vehicle rental, pickup and drop off services in Hanoi and nearby provinces for the U.S. Embassy Hanoi.

Standard Form 1449: block 17a - Contractor; blocks 19,20,21,22,23,24 - Pricing, blocks 30a, 30b Standard Quotation Technical proposal as required in RFQ NDAA certification Submit the package electronically to Ms. Nga Nguyen (NguyenTN4@state.gov ) on or before the deadline of November 07 2025 at 17:00 local time. The U.S. Government intends to award a contract/purchase order for each requirement to the responsible company submitting an acceptable quotation at the lowest technically acceptable price.

Quotes must be valid for a minimum of 120 calendar days. We intend to award a contract/purchase order based on initial quotations, without holding discussions. Although we may hold discussion with companies in the competitive range if there is a need to do so. Bidders should include the company registration record in the System for Award Management (SAM) website – https://sam.gov/content/home - with the Unique Entity Identifier (UEI) number for doing business with the U.S. Government.
