The U.S. Mission to the United Kingdom intends to issue a Blanket Purchase Agreement (BPA) for supply and installation of locks and other residential security devices to the U.S Embassy and other locations within the United Kingdom. Only companies or individuals specializing in this field should apply by providing indicative pricing information. The vendor must be able to supply and install door locks, window locks, grilles, doorframe strengthening devices, major door-viewers and letterbox protectors.

The vendor must provide keys which are registered and protected from duplication by anyone other than the vendor on behalf of the registered owner. Duplicate keys shall be provided by the vendor only when the request is accompanied by a signed letter of authority, proof of registration and identity. Vendor must also be able to provide a 24-hour emergency callout service, attending within the hour when practicable. The Company is to be Police and NACOSS recognized.

Vendor’s employees shall pass security checks by the embassy prior to starting work. It is compulsory for all companies doing business with the U.S. Government valued over $30,000 to register on the website “SAM – System for Award Management” www.sam.gov. The website compiles standard information such as the company’s legal name, street address, contact information, and what kind of goods and services it offers. An NCAGE code is required to register in SAM.

If you do not have this information, it must be obtained before registering. There is no cost involved, neither obtaining the NCAGE code nor to register in SAM. Interested parties are strongly encouraged to register their business as soon as possible to avoid any delay in making an award to the successful bidder. Offerors are also required to complete and sign the attached CERTIFICATION REGARDING COMPLIANCE WITHAPPLICABLE FEDERAL ANTI-DISCRIMINATION LAW with their submission.

Questions regarding the BPA documents must be submitted in writing to procurement_box7@state.gov no later than 17:00 (UK Time) on May 6, 2025. Responses to such inquiries will be anonymized and disseminated in writing to all interested vendors. Interested parties are required to download the attached package and submit their pricing information via email to Procurement_Box7@state.gov, ensuring that the email subject line references BPA I.D. #19UK5625A0010. Pricing information must be received no later than 17:00 (UK Time) on May 14, 2025
