19SP1025Q0004 - Solicitation for Conservation of Exterior Wall Paintings at the Historic Consulate Building in Barcelona

The U.S. Consulate Barcelona requires the services of an expert contractor for the conservation of the exterior wall paintings at the Historic Consulate General Building in Barcelona. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract.

SITE VISIT A site visit has been scheduled for Friday, July 25, 2025 at 9:30 am. Participants will meet at U.S. Consulate General in Barcelona, Passeig Reina Elisenda de Montcada, 23, 08034, Barcelona.Two (2) representatives per company are allowed to attend. Attendees shall arrive for the site visit 10 minutes prior to the appointed time. The meeting location is Passeig Reina Elisenda de Montcada, 23, 08034, Barcelona.

Registration for Site Visit: Companies are therefore required to submit the attendee names together with a scan of a photo ID e.g. passport, national identification card, or driving licenses and cell phone number of their company's representatives to GSO_Barcelona@state.gov and copy to Ms. Carmen Cataluna, email: CatalunaC@state.gov no later than tuesday July, 22, 2025, at 13:00 hours Central European Time (CET).

Please use subject line “Registration for Site Visit 19SP1025Q0004.” In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all contractors must possess all permits and licenses required to do business in Spain. All offerors will be required to provide proof that they already possess said permits as part of their offer. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provisions 52.204-7.

The email subject line must read "Proposal 19SP1025Q0004" and the email size shall not exceed 45MB. No proposals will be accepted after the specified time.
