Kitchen Refurbishment - Chief of Mission Residence

Enclosed is a Request for Quotations (RFQ) for the comprehensive refurbishment of the commercial kitchen and the pantry at the Chief of Mission residence located at Rua Sacramento à Lapa, n. º 18 – Lisboa. The primary objective is to modernize the kitchen to meet the highest standards of functionality, safety, and aesthetics, in line with the U.S. Department of State Overseas Buildings Operations Food Service Equipment Standards 2017 for Representational Residences.

If you would like to submit a quotation, follow the instructions in Section K of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a site visit on April 10, 2025, at 9.30 local time, and all prospective offerors are invited to attend.

Offerors interested in attending should e-mail the names of all individuals who will participate to the site visit to the following e-mail address LisbonProcure@state.gov no later than April 8, 2025, to arrange access to the building. For additional information see Section J of the attached Request for Quotation (RFQ). Questions are due by May April 18, 2025, at 17:00 local time. Please send your questions to LisbonProcure@state.gov. The answer to the queries will be shared with all prospective bidders.

Quotations are due by May 16, 2025, at 17:00 local time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted. In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1442 Section B, Pricing Section M Representations and Certifications Additional information as required in Section K Proof of SAM Registration Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.

Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. It is important to make sure the submission is made in specific size and format, in MS Office or Pdf. The file size must not exceed 25MB. If too large, you may send your offer in separate e- mails.
