The United States Government (USG) requires the services of a contractor to perform works at a U.S. Embassy Mexico City owned housing compound. The scope under consideration includes three (3) major components of the listed unit: built-in closets, interior door frames and wood finishes, and security door frames and finishes.
The work will consist of repair by replacement of the built-in closets, general maintenance and detailing of the interior wood doors including their frames, and general maintenance and detailing of the security door finishes including their frames. Some of the current components have reached the end of their life cycle and need to be replaced, while others need to be well maintained in order for the house to provide the standard of living as originally intended.
Therefore, the United States Government (USG) is seeking a professional general services contractor to supply and install the listed components within a specified time frame. The project will be executed in eight (8) GO units.
The United States Government (USG) requires a professional contractor with general services to “Repair by replacement” of twenty-nine (29) built-in closets, eight (8) sliding partition doors, general maintenance and detailing of sixty-five (65) interior doors, and general maintenance and detailing of twenty-four (24) security door finishes including their frames in the whole building (eight (8) units).
The refurbishment shall use only high-quality, first-class materials (all properly evaluated and approved by the project's Contracting Officer Representative (COR)). All construction contractors that respond to the solicitation must be technically qualified and financially responsible to perform the work.
At a minimum, each offeror must meet the following requirements when submitting their proposal: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have no political or business affiliation which could be considered contrary to the interests of the United States; Have good experience and past performance records; and, Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.

The U.S. Government intends to award a firm fixed-price contract to the responsible company submitting a technically acceptable proposal at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
