The nature of the action is to setup a BPA for fuel service at the designated gas stations throughout Latvia during regular opening hours for the American Embassy Riga, Latvia from fuel provide “Circle K Latvia”. There are two fuel and diesel providers in Latvia that can offer high quality fuel and diesel, especially for winter season: Circle K Latvia and Neste. Excise duty tax and VAT applies to fuel and diesel in Latvia.
The Embassy requires the fuel companies not to charge the fuel with these taxes as the diplomatic institutions are excise duty tax and VAT exempt. Circle K is able to charge us only for fuel excluding all taxes. Neste cannot do it. As average fuel and diesel prices are similar, the Embassy can significantly save on processing payments with excluded taxes. The above mentioned company is the only company capable to provide high quality fuel following our billing requirements.
