Amendment 0002 - Extension - RFQ: 19KU2026Q0015 - Lease of two (2) Mid-Size SUVs

Subject: Request for Quotations number 19KU2026Q0015 - Lease of two (2) Mid-Size SUVs Enclosed is a Request for Quotations (RFQ) 19KU2026Q0015 - lease/rent two (2) mid-size SUV for one year period with one-year option to extend, subject to funds availability. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.

Quoters must be duly authorized and licensed to operate as vehicle and fleet leasing/rental companies in the State of Kuwait. The Contractor shall perform the required services directly; subcontracting is not permitted and will render the quotation ineligible for award.

1. Basis for Award The Government intends to award a fixed price one-year purchase order with a one-year option to the responsible, licensed contractor submitting an acceptable quotation at the lowest price. The Government intends to evaluate an award without discussion but reserves the right to conduct discussions in accordance with FAR 12.203 and 12.204 if determined to be in the Government’s best interest.

2. SAM Registration Note: Prospective offerors are strongly encouraged, though not required, to register in the System for Award Management (SAM) at https://www.sam.gov. Offerors with an active SAM registration need only provide their Unique Entity Identifier (UEI) number and are not required to complete the information 52.204-90 since relevant information is found in their SAM registration.

Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section 5, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award. Offerors are strongly encouraged to maintain an active SAM account For a quotation to be considered, you must also complete and submit the following:

1. SF-1449 (12, 17a, 24, 30a, 30b and 30c) 2. Section 1, Pricing (Completed pricing schedule, including unit prices and total price; 3. Section 5, Representations and Certifications 4. Additional information as required in Section 3 and/or in the solicitation 5. Proof of SAM Registration / Unique Entity ID, or if not, SAM registered, complete FAR 52.204-90, Offeror Identification,

The Purpose of this Amendment 0002 to extend the quotation submission deadline for RFQ: 19KU2026Q0015- Lease of two (2) Mid-Size SUVs The quotation due date is hereby changed from Aug 27, 2026, at 10:00 a.m. Kuwait local time to Aug 31, 2026, at 10:00 a.m. Kuwait local time. No quotations will be accepted after this time. Offerors shall continue to submit their quotations by email to Kuwait_Solicitation@state.gov with the subject line:
