Chiller Plant Replacement, US Embassy Libreville, Gabon The Regional Procurement Support Office in Frankfurt, Germany, intends to award a Firm Fixed-Price Construction type contract during the third quarter of calendar year 2024. The successful contractor shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of the contract within the established timeframe.

The contractor shall provide engineering and construction services to replace two (2) air-cooled chillers the U.S. Embassy in Libreville, Gabon. The contractor shall install two (2) new 100-ton screw compressor chancery chillers on the roof of the main Chancery Office building. The chilled water plant repair by replacement scope will be split into two (2) basic phases, with the first phase being Engineering Services and the second phase being Construction Services.

The engineering services will include an engineering report and developing construction documents capturing the installation intent. The phase 1 deliverables will include site plans, demo / new work plans, equipment cut sheets, relevant engineering calculations, and completing 100% and IFC construction documents, The construction phase shall consist of carefully removing the existing chillers and making repairs / modifications to the existing systems to accommodate the installation of the new air-cooled chillers.

The work tasks shall include but are not limited to providing / installing new air-cooled chillers, primary pumps, secondary pumps, valves, sensors, actuators, conductors / conduit, breakers, piping, insulation, vibration insulation, steel dunnage, concrete pads, and other misc. appurtenances or required materials. The magnitude of this project is anticipated to be between $1,000,000 and $5,000,000 U.S. Dollars for the entire project.

Bonding: The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits, or other acceptable security IAW FAR 52.228-15, totaling 40% of the value of the contract.
