Electrical System Identification and Survey

The Regional Procurement Support Office at the US Consulate General Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: Electrical System Identification and Survey US Consulate General Frankfurt, Germany The solicitation may result in the award of a firm fixed price commercial services contract in the fourth quarter of Fiscal Year 2024. The Contractor shall perform all work necessary to produce a complete set of electrical plans and technical specifications sufficient for the Electrical System Identification and Survey of the facility.

The Contractor’s licensed electrical professionals shall develop drawings, based on architectural drawings and documents provided by the Bureau of Overseas Buildings Operations (OBO) and Post, to perform a detailed electrical design package to verify and document all electrical information.

This information will identify all elements of the existing Post compound Electrical/Grounding/Lightning Protection System (EGS) including but not limited to main transformer, switchgear, switchboards, distribution panel boards, and wiring devices. The Contractor shall perform all work necessary to produce a complete set of as-built drawings showing equipment, plan, updated single line diagrams, and electrical distribution plan.

This shall include, but is not limited to, proposals, reports, coordination study, rendering, photographs, and scale models required for the planning and design of future electrical upgrades. Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov no later than July 24, 2024, using the solicitation number 19GE5024R0102 in the subject line. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun’s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information.

Only companies submitting a letter of interest and complete “Application for Solicitation Document” check list attached hereto may receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist.

All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform in Germany. A site visit is tentatively scheduled for July or August 2024, precise dates will be provided to interested offerors with the solicitation package
